TIA Student Survey Pilot | Letter of Intent SY 25-26

Introduction

Participating in the TIA Student Survey Pilot:
Teacher Incentive Allotment districts with an accepted system application have an opportunity to add a research validated measure of teacher effectiveness as an optional component of the local designation system. TEA has partnered with Texas Tech University and Education Elements to allow TIA districts to pilot a student perception survey, at no cost to the district, throughout the 25-26 school year. By participating, districts administer the survey in the Fall (required) and Spring (optional), however best practice is to participate in both administrations. School and district leaders who administer the 7Cs survey will have access to a valuable diagnostic tool for the highest leverage instructional strategies that improve student outcomes. This survey also serves as a tool to increase the validity of districts' TIA designation systems, acting as a third measurement to triangulate with T-TESS and student growth scores. Participating districts gain access to district, school, and classroom-level reports across seven instructional competencies. As part of the pilot, districts will be asked to attend a one-hour onboarding webinar, conduct at least one administration of the survey, participate in a post-administration focus group, and have teachers and leadership complete a feedback survey.

What is the Tripod 7Cs Student Perception Survey?
The survey captures essential elements of effective teaching by gathering feedback directly from students on instructional practices. Teachers gain insights into how students perceive classroom dynamics, which fosters improvement and drives academic success.

Participating Districts Receive:

  • Access to the only nationally normed, research-based, and T-TESS aligned student perception survey with proven correlation to higher academic achievement

  • An additional research validated measure of teacher effectiveness to add as an optional component of your TIA designation system

  • Actionable teacher and campus reports with data readouts that compare your scores to national averages in similar classrooms and suggest next steps to enhance instructional practices

  • Designated technical assistance and rostering support

  • Optional district leader, teacher, and school workshops to learn more about the survey and how to use results to improve classroom practices

  • Guidance on how to include the student perception survey as part of your TIA designation system as a third measure or triangulation method.

Teacher Incentive Allotment (TIA) Alignment

Participation in the TIA 7Cs survey pilot can be a key component of your district’s approach to implementing a TIA local designation system through multiple measures of teacher effectiveness. The survey provides actionable, evidence-based feedback for teachers, allowing them to improve their instructional practices and student outcomes, as an optional and research-validated measure of your local designation system.

Survey items are aligned with T-TESS and participating districts receive not only the survey data, but also a crosswalk of T-TESS alignment, individual teacher reports, and campus and district data with nationally normed comparison data from like classrooms.

Support from Education Elements
As part of the pilot, your district will receive direct, hands-on support from Education Elements, including:

  • Consulting Services: A dedicated consultant will assist with rostering, survey administration, and reporting.

  • Data Interpretation Training: Access to materials, webinars, and resources for teachers to understand their data and use it to inform instruction.

  • Customizable Administration: We’ll work with you to tailor the survey process to fit your district’s unique needs.

Proven Results and Researched-Backed Insights

The Tripod 7Cs survey was originally created by Dr. Ronald Ferguson in 2001 and has since been validated by extensive research, including the Measures of Effective Teaching (MET) project, funded by the Bill & Melinda Gates Foundation. The MET project found that a single administration of the 7Cs survey is a reliable predictor of both student growth and teacher effectiveness. Today, with over 6 million survey responses in our dataset, we provide comprehensive, normed reports that give teachers meaningful comparisons and insights.
